The CUF-UCC Ukraine Humanitarian Appeal – Displaced Ukrainians Appeal has been in operation for over three years, having disbursed approximately $2.9 million to dozens of projects across Canada in support of Ukrainians displaced by the war and currently sheltering in Canada.
The Appeal has consistently focused on three core areas of humanitarian assistance:
All funded initiatives to date have been community-based, organic responses aligned with the Appeal’s humanitarian mandate.
In the initial phase of operations, supported projects primarily addressed acute, immediate needs, particularly food and housing. As arrival rates of displaced Ukrainians stabilized, demand – and corresponding funding allocations – shifted toward psychosocial and integration supports, including, among other things, trauma counselling and mental health services, economic integration and employment assistance, health care gap coverage, official language training programs.
With new donations to the Appeal tapering, the CUF-UCC Ukraine Humanitarian Appeal has determined that it will conclude its activities through the support of one final “legacy” project grant: the Displaced Ukrainians Legacy Fund.
This RFP invites qualified organizations to submit proposals for a single, high-impact legacy project that will:

Essential Criteria (Mandatory)
Proposals must meet all of the following requirements to be considered:
Social gatherings, Ukrainian schools, cultural activities and summer camps do not meet the requirements for this program. Programs for language training, structured psycho-social support, and support for work placement, which contribute to the integration of newcomers, will be considered.
Strong Asset Criteria (Preferred)
While not mandatory, proposals demonstrating the following attributes will be given additional consideration:
Leverage of External Funding
ability to secure additional funding sources that at minimum match or exceed the UHA Displaced Ukrainians Appeal contribution.
National Scope
a project with national reach, scalability, or replicability across multiple regions in Canada.

Initial Review and Compliance Screening

Substantive Evaluation and Shortlisting
Compliant proposals will be evaluated against qualitative and strategic considerations, including Strong Asset Criteria as articulated in 5.2, above. A shortlist of finalist proposals may be identified.

Final Selection
One proposal will be selected as the successful legacy project.
The selected organization will enter into a formal Contribution Agreement with the Canada-Ukraine Foundation.
This agreement will:
Define funding terms and conditions
Establish reporting, audit, and accountability requirements
Formalize project scope, deliverables, and timelines.
UHA reserves the right to:
Decline to fund any proposal that does not meet required standards
Request clarification or supplementary information from applicants
Negotiate final project scope and budget prior to awarding, and execution of the agreement.
